Here's what stands out this week:
- Hiring nearly stalled, and temp went first. The US added 29,000 jobs in September and unemployment ticked up to 4.2%. July was revised to a loss. Temporary help shed another 11,000 jobs.[1] ADP counted 90,000 private-sector additions, the first acceleration in three months, with professional and business services down 11,000.[2]
- AI-only firing is now illegal in California. Governor Newsom signed the No Robo Bosses Act on September 30. From July 2027, a human reviewer has to corroborate any AI-driven discipline or termination, and the worker gets written notice that AI was involved.[3] Connecticut's AI employment law took effect October 1. Any WARN-covered layoff now has to disclose whether it is tied to AI.[4]
- Workers are adopting AI faster than companies are training them. PwC surveyed nearly 50,000 workers across 48 countries. 64% used AI at work in the past year, up ten points, and daily use climbed from 14% to 22%. Yet only 51% say they have the learning resources they need, down from 59% last year.[5]

Here's my interpretation of the data:
- The market is contracting in the wrong places and tightening in others. Temp volume is down,[1] but the compliance surface area around how you manage that workforce is expanding fast. AI has been the leading stated reason for job cuts this year, cited in roughly one in five.[6] California's law will not stay in California, and Connecticut is already live.[3][4] Enterprises running automated workforce decisions at scale should expect more states to follow, and the burden of demonstrating human oversight in those decisions will land on the buyer, not the vendor.
- The PwC data adds the strategic layer. Organizations that are ahead on AI and workforce integration are not just moving faster on hiring. They are making structurally different decisions about which roles stay permanent, which flex, and where human judgment is non-negotiable. When daily AI users report 68% confidence in their job security against 57% for everyone else,[5] the people who can run the new tools are also the ones most able to leave.
- That architecture question is not something most staffing or EOR vendors are equipped to answer. It requires someone who understands both the compliance exposure and the operating model, not just the headcount transaction. The buyers who work that out now will have cleaner data and better options when the market stabilizes. The ones who wait will be reacting.

Human Cloud Data
AI stopped being a search term and became a capability
Every 76 seconds, someone is looking at a solution profile on Human Cloud. Here is what they are searching to find them.
What the data shows
Advanced technology searches rose 200% this month. HR doubled. Media and entertainment doubled. Law rose 50%. AI fell 71%. Finance fell 85% after a 150% jump last month, strategy fell 60%, and software fell 50%.
That is the oversight story showing up in our own data. Two states just put a human reviewer between AI and the workforce, and the category that doubled is HR, the function that has to run that review. Nobody is browsing "AI" as a thing to buy anymore. They are searching for the capability that absorbs it: the engineering bench that builds it, the HR capability that governs it, the legal help that keeps it compliant. Operations showed up as a search this month after none last month. In the last full week, 33 distinct categories were searched on the platform. Nobody is browsing an industry. They are buying a specific function off their plate.
